Eddie Obeid /Whistleblower internal report System/ NSW Parliament






So why did Eddie Obeid the corrupt NSW MP  not get caught earlier or was the  office of the Ombudsman negligent?

    The Hon. E. M. OBEID: Yesterday the Hon. Jennifer Gardiner asked me whether New South Wales Fisheries has an internal reporting system that protects departmental officers who expose maladministration, corruption or serious and substantial waste. I undertook to return to the House with the relevant information. I am advised that the policy includes provision for: clear and unequivocal protection to employees making a protected disclosure; protection against liability for action which may otherwise be available against the person making the disclosure, for example, defamation; alternative reporting mechanisms where disclosures are preferred to a body outside of New South Wales Fisheries; and the responsibility of each employee to make protected disclosures where appropriate.

    I am advised that the policy was developed in 1996 and a copy was forwarded to the Premier's Department. In 1998 the Internal Audit Bureau carried out a thorough review of the existing system and forwarded a report to my department. The department did not forward a copy of this report to the Ombudsman. This oversight has now been corrected. The director of New South Wales Fisheries has initiated a review of this policy that will be undertaken in full consultation with the Office of the Ombudsman.
